I got a mail from someone asking for a link exchange. I was just inquisitive to know about the site so I researched it. At the moment, the site has a PR2 and it is totally relevant to my site. However, the link exchange request has confused me. I mean why would someone want to exchange links with a new site like mine? FYI, my site is really new. My rating is 0 and the site already has a good rating. This link exchange would be useful to me and not him. What would the person gain out of it?

it's spam messages. If you say yes then he will check your website, analyse it and say that he is not interesting in link exchange

Link Exchange is good thing for seo but carefully.Really I am agree site admin.

A link exchange is a confederation of websites that operates similarly to a web ring. Webmasters register their web sites with a central organization, that runs the exchange, and in turn receive from the exchange HTML code which they insert into their web pages. In contrast to a web ring, where the HTML code simply comprises simple circular ring navigation hyperlinks, in a link exchange the HTML code causes the display of banner advertisements, for the sites of other members of the exchange, on the member web sites, and webmasters have to create such banner advertisements for their own web sites.
